City Commission Regular Meeting, September 1, 2026
Two separate agenda items exist for the same development. The Fields at Battle Creek gets a public hearing and a formal vote at the same meeting, residents can speak, then watch what happens next.
🔦 The 3 items worth your attention
The Fields at Battle Creek brownfield plan is the centerpiece of the whole meeting. A brownfield plan unlocks tax-increment financing for a redevelopment site, so the financial stakes here are real even though no dollar figure is attached to the item itself. Commissioners will hear public comment first, then take up the plan separately as Item 456. If you have thoughts on this one, showing up early matters.
Liberty Commons Apartments and Townhomes is up for a PILOT arrangement that would reshape how much property tax the project pays into city coffers. Ordinance #17-2026 amends Chapter 882 to make it happen. A Payment in Lieu of Taxes deal means the city trades some near-term revenue for the development coming online, and that trade-off is worth knowing about before it’s introduced.
The city wants to lock in a four-year panel of environmental assessment firms. Item 453 would set up contracts with three vendors, Analytical Testing and Consulting Services Inc., Environmental Testing and Consulting Inc., and Materials Testing Consultants Inc., for an estimated $517K in work over four years. Three firms on a shared roster, one competitive process.
