Naperville is about to decide whether Monarch Landing stays a 55-plus community. It isn’t just one vote either, there are five related items on the agenda for that single development.
🔦 The 3 items worth your attention
The biggest land-use question of the night is what happens to NorthGate of Naperville at 2255 Monarch Drive. The fifth amendment to the Monarch Landing Annexation Agreement (J-2) would lift the age restriction on Lot 1B, opening that parcel to buyers of any age, while also establishing a development path for Lot 2. That change requires six affirmative votes, not a simple majority. Related items J-3 and J-4 would restructure the zoning framework and lock in a preliminary subdivision plat, so all five pieces essentially move together.
The city wants a $8.3M camera network stretched across three years. SDI Presence LLC is the vendor for a citywide camera access system contract capped at $8,293,111 plus a 3% contingency (M-2). It’s a significant public-safety infrastructure commitment and the largest single dollar item on tonight’s agenda by a wide margin.
A $4.1M power transformer is also up for a decision. WEG Transformer USA LLC would supply a 34.5-12.47 kV unit for Naperville’s electrical grid, with a 3% contingency on top of the $4,096,400 bid price (M-1). Transformers at this scale take months to manufacture and deliver, so the timing matters as much as the price.
🏗️ Roads & property
- Monarch Landing / NorthGate (J-1 through J-5): Five linked items covering the public hearing, annexation amendment, PUD restructuring, preliminary plat, and a temporary sign permit. The age-restriction question on Lot 1B is the hinge.
- 623 Willow Road storm sewer recapture (I-9): An ordinance would let the city recover a share of offsite storm sewer costs from future property owners who benefit from the improvements, standard infrastructure finance, but it creates a real obligation that follows the land.
- Central Elevated Water Tank Relocation (I-6): Change Order #2 adds $8,505 to Baxter & Woodman’s engineering contract and extends the term by two years, bringing the total to $301K. Two extra years suggests the project is more complicated than originally scoped.
